Preserving the right to choose and the right to health reform
The Stupak amendment to HR 3962 would prevent privately paid insurance plans in newly-created Exchanges from covering abortions. This goes beyond existing laws that limit federal funding for abortion, and which in themselves have harmed women.  The analysis below by Rosenbaum et al. at George Washington University School of Public Health and Health Services describes the far-reaching restrictions on access to abortion that would ensue. Advocates are committed to preventing this reversal of rights, and also to preventing this contentious debate from being used as a wedge to derail reform. The text of the amendment follows.
